System health check endpoint

GET 
/v1/vehicles/:vehicleId/health

Returns a summary of the system fault status, Reports an overall health_summary and per-subsystem states, each subsystem carrying its list of active faults. If the fault source is unreachable, fault_source_available is false and the summary state is UNKNOWN.
